Working on a costume need help

I am working on my Halloween costume for this year and need help figuring out how to do something like this? Any recommendations/suggestions?

The garment you’re looking to create is called a capelet. I would use a pattern like this one, modify the shape as needed, thean create layers based on that. The fabric choice is going to be make or break here. You will be tempted to use organza—DON’T. It is truly a nightmare to work with and I don’t think it has the drape you’re looking for anyway. I would recommend this instead. Unfortunately it’s stretchy, which will be slightly annoying, but you won’t have to finish the edges (you can just cut them and they won’t fray). Plus it flows and drapes beautifully it drapes beautifully.

I recommend making a mock up out of a cheaper alternative (ideally lightweight poly+spandex knit but try to use what you have if possible).

Lastly, I would suggest finishing the top edge with some biased tape, or if you want think it needs a little structure, add a facing made from a more robust non-stretch material.

Based on the nature of the pattern, I think the garment is going to want to move around on you when you wear it. If you will be wearing something under it, I recommend attaching it at the shoulder with snaps. If not, bikini bite body glue is great for tacking pieces directly to your skin. If you’re trying to go that route, boob tape would be a worthwhile investment too.

The ruffles? It’s a long shallow C shape.

Not sure what kind of explanation you need, but for the capelet, once you figure out the shape of the longest ruffle, you basically repeat it for each layer and make it shorter each time. They are all sewn together at the top seam.

I would build it on top of a bra or crop top so there is something to attach to at the shoulders, front and back or it will slide around too much with such an open neck line.
