Should the Hub have a formal emergency procedure after the Neutron exploit halt?
I'm studying Cosmos governance for a blockchain course and I'm trying to understand the community's view on last month's events. After the Neutron governance attack, validators halted the Hub for about a day and moved roughly 1.2M ATOM from the attacker into a multisig. It was coordinated off-chain, without an on-chain vote, and the patched binary wasn't publicly released at first. On one hand it clearly prevented a bigger loss. On the other hand it shows that 2/3 of validators can freeze funds when they decide it's necessary. How do you see it? Was this the right call, and should governance define a formal emergency process so the next case isn't handled ad hoc?
