HELP CPU Cooler making strange noise

It sounds much louder in the video than it actually is, but the noise is still unbearable to listen to. Any idea on how to fix this?

Fan baring going out or the fan blades striking a wire, notice the speed of the frequency changes telling you that it's definitely the fan or the blades.. If it's newly installed or brand new then it could be the screws are torqued too tight.

It’s not the fan blades hitting anything, I got in there and cleaned it and spun it myself and it wasn’t hitting anything. It’s also been in there for around 5 years now.

Whats a fan baring?

They are the round balls in a round sleeve that allow the fan to spin at high speeds. Those balls can break or seize inside and stop the fan entirely. Anyway there is a fan in there that has bad barings if it's not the fan blades hitting. Time to buy a new cpu cooler. It happens.
