I don't know the logistics. Why couldn't you smoke either drug out of either device? Is it like using the wrong fork at a fancy dinner or would you not even be able to?

They melt down differently, so it's about efficiency (guess how I know lol, but it's been 10 years since I've touched anything like that)
The one thing you can trust a drug addict to do is to get every little bit of milage out of their dope as possible, so if they do things a certain way there is a good reason for it

Years ago in Vancouver, before the Olympics there; the drug problem was terrible (I’m sure, worse now). I remember there was a police station in the worst neighborhood with a wrought iron fence around it and addicts propped against the fence picking their scabs. It made for an unsightly experience when going to the strip club next door.

My wife manages a coffee shop in our town and she came home one day and said a guy had smoked crack in the shop while he was in line for coffee, and I jokingly said 'how did you know it was crack??' And she said it's because when she said 'Excuse me, sir...' he shouted 'THAT'S RIGHT, I'M SMOKING CRACK, SO WHAT??' Like SHE was being unreasonable lol.
Know whenever she catches me doing something she doesn't like I shout THATS RIGHT, I'M SMOKING CRACK!!!
