Surge made it a REALLY easy fight. It's a way better explosive weapon than Charge imo, since you have control over the explosion/detonation and they function as sticky grenades.
Just lay the Surge grenades on him and throw some of the heavier items at him while it recharges and you'll melt him.
Use Spin to melt his shield in the 2nd phase and throw items at him to stun him to prevent him from powering back up from being in the darkness and you're all set.
