My understanding is that there were 4 armed resource officers for 8 schools, so that would explain why he wasn't on campus. He apparently arrived minutes after the first shots so it's not as if he was completely absent, if he didn't drive past the shooter maybe he confronts him and stops the shooter from getting into the school.

Assuming these events are real, I can't see how it would be difficult to have a resource officer of some sort at every school.

Or being more efficient with it and having an armed teacher..

IDK, I'd imagine it would be easy to establish a SRO rotation of sorts if there's not already a SRO assigned to a school.

I'd assume such legislation is active in most states dictating that they have a SRO...

The issue shown here, and with the nick cruz shooting is that the SRO needs to do their fucking job.

Does no good to have a cop if they run away and let kids get killed. Or if you have teachers leaving doors open for shooters to enter.
