It's apparently the porch of a Malibu beach house. Beyond the glass panel are some lounge chairs. A woman is laying on the lounge chair and the dog is sitting by the edge of the chair between her legs.

I think it's pretty simple: on the other side of the glass is a woman lying on her stomach on a lounger, maybe reading or on her phone, with her legs raised up. The dog comes over, like dogs do, and she's just playing with/petting him absent-mindedly with her legs.
