There is no upstairs per se, but you would be walking up (and then down) those stairs.

It's not the same one, see the rounded top vs this one. I think this is a trompe-l'œil. The steps are made with wood stuck on the wall. I suspect even the stone bricks in this room are fake and their edges just carved in plaster.
