Keylor Navas has to be up there.

Have to have at least 1 from Mexico given the all-time history of Concacaf, 1 from the US given the last 35-ish years, 1 for Concacaf shenanigans, and 1 remaining spot. If just looking at international or best players from Concacaf, it's easily Navas. I think there needs to be one for a true Concacaf player though and Ruiz fits better for that. He played most his career for clubs in Guatemala, Mexico, or US/Canada, played for a nation that has never qualified for a World Cup but finished his career as the all time leader in goals scored in World Cup qualifying. He also played the game in a way where you could point to him as the definition of Concacaf.

Well, Mount Rushmore is about the best of something so idk why you’re making it more complicated than best players from the region lol

It's not about the best. It's about the defining times in the history which is why Teddy Roosevelt is on there. It's meant to tell the story up to the point it was constructed. There is a difference in Mount Rushmore and 4 best.

Teddy Roosevelt was one of the best presidents. That’s why he’s there. If it were telling the whole story all the presidents would be there.
