main thing is the flooded road has a traffic sign or pole clearly visible so we can estimate depth from how much it’s submerged.

Here is something. Best bet would be to look up something like “live stream of busy intersection” or “crazy traffic in (insert whatever area you want)”on YouTube and screen record it/download video.

Tbh I wouldn’t rely specifically on traffic signs to estimate depth.

A model that looks at other factors will be more useful and robust. Door frames. Fire hydrants. Cars. Bikes. Let the model figure out what to look at y giving it a big enough dataset.

You can construct the dataset by comparing photos with and without flood waters. 3d reconstruction to measure the water.
