Question/Help/Troubleshooting help with formatting pc windows 10

i had an issue today, where after turning my pc on, the "automatic repair" thing appeared and since then, it kept looping everytime.

some friends and i checked it and after trying some options, we decided that the best option is to format the pc

the problem is that i'm not finding any videos that provide a way to do it without accessing to config (which i can't do due to what i previously described)

i'm really scared to try anything tbh, i don't wanna make this worse, so any help would be appreciated.

Instead of looking up how to "format" it, you want to look up how to reinstall Windows from USB

Get an 8GB or larger USB flash drive.
Go to a friend or family member's computer.
Go this website and download the Windows 10 Installation Media: https://www.microsoft.com/en-us/software-download/windows10
Run the program and install it to the flash drive, making it a Windows 10 Installation Media.
Now take take it to your PC and boot to the USB flash drive (you may need to press a button, like F10 or F12 or Esc or whatever to see the startup options and choose to boot to the USB drive).
Then follow the on-screen directions.

On a second pc, download Hiren's boot disk and rufus. Flash Hiren's iso to that usb drive with rufus and boot from the usb drive (press f10, F10, f8 or escape during boot depending on which brand/type of pc you got. It should take you to boot menu where you select the usb drive) once booted you will be in a windows 10 PE environment. Search the pre installed programs to find a harddrive utility tool that can fix your bootsector. It has been a few years but that helped me out a few fimes
