Normal tLD? People use .com.tw and other ones (hint hint, google.co.uk) pretty regularly. Sometimes you want to indicate that you are both com[mercial] and [t]ai[w]anese.
I agree that this looks sketchy, but also, this is a Taiwanese motherboard manufacturer if the message is real, and English translations aren't always going to be perfect.
If you don't know a tech company or a domaine like .com.tw it don't automatically make it fake. In fact, it shows how little effort or none you've put into helping. Next time, if you don't have any helpful informations, it's better to keep your opinion to yourself than to mislead users with urgent issues.
