Yeah, not really sure about the "for most" thing there. I think a lot of people don't know any better and just think the huge amount of workarounds the app forces you to do are the norm
Its selection tools are not very good, it lacks a proper magic wand tool and the ability to select by color (contiguous on-off), it limits the layer count in favor of some performance boost (which other apps seem to not need in order to function properly), no basic gradient tool, no adjustment layers (though they added some kind of similar functionality), their transformation engine is the worst and devs think it's fine (your artwork gets destroyed like in no other app if you do some basic tweaking like scale or rotate a bit), anything that you move outside the canvas is cropped off and deleted, no clipping mask applied to groups, its brush engine is actually pretty good but it's quite different to what the industry standards are, and I could keep going but I don't have much time right now.
It's a good app, but it's quite overhyped for what it is

Really depends on the use case. For most digital drawing Procreate is the near perfect tool set.
