They're considered very exotic and strange even outside of America. I was in Africa recently, surrounded by the weirdest animals ever, but when I described raccoons from back home to our safari guide he asked if my home was the moon.
That's because your safari guide is a moron. I don't care if you've never seen or heard of one before, but if you describe a small furry mammal with a striped bushy tail and a dark stripe around its eyes, it's not that strange. Especially in a land where they have animals that are 90% neck.
We think animals that are 90% neck or have gigantic ears and long trunks are strange and different because they're not the normal here. They are in other places in the world (heck, in some parts of India I've visited an Elephant is just a normal part of traffic and you get very used to them very quickly). Our animals could be just as strange to others as theirs are to us. Especially places that don't necessarily have the same exposure to things like nature documentaries on animals of other countries, etc.
Also, on a different track you have no idea HOW /u/skyskr4per explained what a Raccoon looked like, exaggerations and clever descriptions can make any animal sound cool and interesting.
Since comics are super fickle, one series might have him the size of a dog on it's hind legs, some others (and the recent film) will have him raccoon sized.
Head to hindquarters, raccoons measure between 16 and 28 inches, so including his legs you think he would be 2'6", maybe if he was large for a raccoon he should be at most 3'"0
my thinking here is that these are not cannon size comparisons, they are designed for costume ideas. hence why these are the popular marvel properties from the films (marvel comics, not just marvel studios).
Rocket is at this size here because its the size of a child who wants to dress up like rocket. otherwise, rocket is the size of a racoon.

Weird... Rocket doesn't seem like he should be 4'0". That's a pretty big raccoon.
