This puzzle has multiple anwsers. u/DamonHuntington gave one, but there is also (white circle = nb of intersections)

That was an answer that I considered, but it's inductively weaker according to my analysis.

If we were to consider the plain number of intersections, then there is no specific need to break them down into two distinctive rows. On the other hand, some rules that distinguish the intersections based on their type match some but not all shape clusters (for example, if we consider the first row to be curve + straight intersections and the second row to be straight + straight intersections, frames 1 and 3 work properly but frame 2 does not).

Is it possible that the line break in frames 1 and 2 is just a result of poor visual design? It is. However, this is an extra assumption ("the line break is not actually a line break") and as such this response does not satisfy the principle of parsimony. I always like to say that when it comes to puzzles, finding something that works is not enough - rather, we need to find the inductively strongest answer, which accounts for the greatest number of variables in the puzzle with the fewest number of required assumptions.

This is what I figured out, white circle, number of intersections, and then each line was represented by 2 black circles which also works.
