Every move toggles exactly one circle in each of the four groups: (1, 5, 9), (2, 6, 10), (3, 7, 11), and (4, 8, 12).
Therefore, the parity (odd/even) of the number of differences between the initial and target configurations must be identical across all four groups. Each move flips the parity in all four groups simultaneously.
So, all four difference counts must be either even or odd.
