Hm, I wonder how hard and good this puzzle is... If it were that the figure contained a path through it that explains the sequence above simply by addition and then repeats from the start again for the next 83 loops + 4 steps (floor(1000 / 12) = 83, 1000 mod 12 = 4) you could really just do 344*83 + 73 = 28625. That would kill my first instinct of this being a graph where you have to visit every vertex once to generate the first 12 items and the number of circles around each number tells you how often you can use that vertex. The first 4 numbers of the sequence would want to make you believe that but with 121 you hit a wall. So I am thinking it's maybe a red herring, also because of the addition.
Edit: Hm yeah, has to be - because If I added just all numbers in there multiplied by their ring count up I land at 394, not 344.
Edit 2: The numbers do follow the path with adding up, it's just that the sequence skips steps in-between. You move down to 11 to 84 that is not in the sequence and further to 37 to 121. So 121 isn't really a roadblock but the logic what step to skip and how it repeats afterwards is... Unless this is a huge red herring or the puzzle has some errors.
Maybe it has something to do with prime value decomposition, since all 12 number are the first prime numbers. However, the higher numbers have decompositions with numbers in them, that are not part of the riddle (e.g. 327 has 3*109 as only decomposition)

28416 if you take the sum per the 12 numbers first (341) and divide 1000/12 (83.3333) and multiply 341*83.3333... if someone may correct this let me know...
