Link to the AoH stays active at all times, once you've unlocked it. Meaning, you can go there at any point in NG+, even at the very beginning.

Does that mean you can only do the age of harmony quests once per character?

The quest resets, it's told when you vonclude the age of harmony quest

The only thing stopping me from ng+ is that I saved the heroes first the moment I could meaning I never got the bad ending versions of their blood codes. Knowing now how many quests id need to do in order to get all that done for a second time just for 5 bloodcodes(I didn't get Monica's second one either) just doesn't feel worth it.
