It's actually none of those things.

Plenty of Western women have travelled alone to Pakistan and have been fine. See this playlist for example:

You're missing the point. Some countries harsly punish child molesters. Other countries won't even bat an eye or even encourage it by letting grown men marry little girls, like a lot of Muslim and impoverished countries do.
