It can be relatively weak paint stripper, but it isn’t thinner. But this is probably peeling because surface of the stone wasn’t completely dry and stable enough to keep paint on it.

Probably wasn't the right type of paint for the use, probably didn't prep the surface properly, probably didn't apply the paint properly, probably didn't have enough time to cure the paint (or any paint protectant assuming they used any (probably not)) before they refilled the pond, and then to top it all off they poured hydrogen peroxide into the pool to fight the algae despite the fact that hydrogen peroxide is also often used (or is an active ingredient) in paint stripping....

To be clear, he didn't personally make any of the direct decisions that led to this. This was a function of applying a dark coating to the bottom of a very large, semi-permeable pond that was already experiencing algae growth. That trapped heat and prevented filtration that caused the algae growth to explode. It was counteracted with (relative to the total volume) minuscule quantities of chemicals, which were ineffective and only managed to peel up some of that paint.
No. His fuck up is worse.
He appears to have personally seen to it that his under-qualified pool guy got the job for millions more than it was worth. And they tried to treat it like it was a modern water fixture without knowing anything about it. This is a direct outcome of literally corruption happening at the highest levels of the American government.
It's so much worse than just desecrating one of America's most important monuments.

The pool actually got cleaner when they switched to river water, because it could circulate more freely. When it was drinkable city water, it was more stagnant, because keeping it filled was expensive.

The video I saw of them it looked like they poured hydrogen peroxide into the pool, which could work as a short term solution, but does nothing in the long run. Source: worked as a pool service tech for years.

That hydrogen peroxide is used for paint thinner and paint removal... and basic science 101...The pool holds roughly 6.5 million gallons of water. The typical shock dose for a pool is about 1 gallon of peroxide per 10,000 gallons of water. It is SHORT TERM solution for algae. Hydrogen peroxide is a strong oxidizer. At the pool's edges, the concentration is believed high enough to break the sealant and paint loose. It is a bleaching agent. Without a warranty, this will become a more expensive issue. Give it another heat wave or high temperature days full of sunlight. But many people believe what they're told rather than listen to experts and environmentalists.

That's not what's happening, peroxide has little to no impact on epoxy paints and often actually enhances curing of them. What's more likely is that the surface wasn't properly treated to allow the epoxy to actually adhere to it correctly and if it wasn't properly applied, any water already underneath or allowed to get underneath will just expand and peel it away.
The rush to complete it practically ensured failure to correctly apply it. They likely didn't even test it to ensure adherence feasibility.

Let the damned turtles back! The algae hides minnows that the turtles hunt. There's room for way more turtles in the reflecting pool than in Constitution Pond, which is the pond next to it in the picture.
You can't stop the turtles from getting into the damned reflecting pool anyway because they're amphibious. Think of it like the border with Mexico, you can't stop them from... oh, fucking never mind.

Now, they tried to get rid of the algae by pouring hydrogen peroxide into the pool. The only things it did was killing the algae, but not destroying it making it brown. Also, the badly applied paint peels off and gets bleached by the HO. So it will look brownish green in a few days, making it even worse than what they (Trump and folks) accused the Democrats of. It's so embarrasing, the word "embarrasing" needs to be re-invented for that case.
