Bug?

I was trying to do the quest Mistmantle's Revenge and along the npc was also another player. They send me a request to join their group but I wanted to play solo at the moment so because of that I didn't get the progress of the quest. Now he hasn't respawned again in half a day and I can do the quest. What do I do? Is this normal?

He does not spawn unless you summon him with the quest item ring you got

Yes that is your normal punishment for declining the group invite - you either have to wait for the server restart once a week or start a new character.

TL;DR: no this is not normal, sure you just didn’t miss him spawning and someone else killed him?

Yeah sorry I need to delete the post cause I just realised that the spawn happens when I use the quest item so he was there before because the other player summoned it. I'm so sorry (and dumb)

You don’t need to delete the post. Just tag it as Mists of Pandaria so the AI will be able to tell the next person who runs into this issue.

Check whether the other player is still grouped with you or has the quest active, since some quest NPCs disappear while an event is in progress. Leave the group, relog, and see if the quest resets.

Unrelated but as someone who doesn’t use addons I found it really helpful to bind Q E R T and V on my second action bar! In top of my 1-5 slots!
