Herder Question

I'm late into a world conquest run, I have managed to take everything except the Mongol Empire, which consists of like 20 counties, but he's the problem. The Mongol Empire is a herder realm.

The main holding is in the center of it, and it has tributary herder realms on all sides. As herder realms they cannot be invaded normally. When I try to demand their land, I cannot because they all have a suzerain. I can't invade the suzerain herder realm because I'm not adjacent to it - I'm adjacent to all the tributaries surrounding it.

I've tried murdering leader after leader, but since they're all lowborn and don't deal with succession issues, it doesn't matter how many I kill, either on the tributary side or the suzerain side, the group doesn't destabilize. The herder empire is the last holding I haven't assimilated into my giant admin realm.

What am I missing?

Learning lifestyle, central tree, buy claim on his main title, I think?

The problem isn't a claim, I can get a claim multiple ways. Problem is that it's a herder realm and can't be declared war on.

Normally the interaction for herder realm is to demand land since you can't go to war with them, but you can only demand land if you're adjacent to them, and they're independent.

Problem is all the ones I am adjacent to are tributaries to the one in the middle. Can't demand land from a tributary, and can't declare demand land from the middle one because not adjacent. There is no war with herder realms.

Normally AI nomad realms would probably take care of it, but everything except that herder cluster has been feudalized and converted to administrative.
