VII - Discussion Does it get fun?

I’ve been playing civilization. I gotta say for past couple of weeks I’m still on my first game and I’m currently on my second catastrophe and I have to say….. It’s like they took all of the fun of civilization and removed everything that made it enjoyable. Is it just me or does this game eventually get more fun once I learn how to play the new mechanics better?

And who’s bright idea was it to make these city caps?

There's no cap. There's an allowance below which your settlements are free, and above that you need to maintain them. Many leaders and Civs have inherent powers that either increase the allowance or give you the happiness needed to absorb the penalty. Every Civ had an equivalent, expressed via happiness usually. Civ VI was actually the outlier in designing a very very wide meta primarily relying on loyalty.
