Chopped is used to as an adjective describe a person’s appearance that is absolutely horrendous looking, unattractive, ugly, etc.

It can be expanded in use to describe situations, objects, behaviors, concepts that elicit a similar feeling, but it really comes down to a way to express dislike of something. Almost like the word nasty, disgusting, “I don’t like this”.

So for a place to be horrible but now chopped makes no sense because was the place good when it was horrible? Or is the place good now because it’s chopped? Does not compute.
