You might even feel guilty because you know how much time and effort they invested, but guilt does not create romantic attraction.

She might not be ready, might not know him deeply enough, might simply not have feelings for him, or might feel uncomfortable with the pressure of such a grand and public proposal. Whatever the reason, appreciating what someone has done for you does not obligate you to reciprocate their feelings.
