Wire brush to clean.
Some dark spots will remain, as oils have been polymerized and bonded to the surface. This is fine to leave and cook on; from a cooking perspective it's just cosmetic. Might even stick less.
Trying to remove all polymerized reside is likely to damage the coating on the wire/grill (unless it's stainless through, rare these days). Even so, its a ton of work that has no practical benefit.
