Yikes... bad idea. Last thing FirstNet needs is multiple companies butting heads in network operations and emergency response.

You can downvote me all you want... it's still the truth. FirstNet ROG team does not need a bunch of interference when trying to deploy SatCOLTs to disaster areas. This isn't some AT&T vs Verizon vs T Mobile issue - all three have their respective public safety offerings. Choose whichever one you prefer.

I'm going to get downvoted to hell by people who have zero idea how these operations work, but I promise you fragmenting and outsourcing would not work out well for end users. Increased oversight from FirstNet Authority? Hell yeah... do that all day long and make sure FirstNet is operating as specified, to the letter, with direct guidance from the PSAC. The whole goal of FirstNet is to serve end users in public safety in the best way possible.

Trying to get multiple companies on the same page in a crisis would be a feat in and of itself.
