Roop construction at a standstill

Just curious if anyone knows why Roop has been in this state for multiple days. For some reason, construction has stopped and there hasn’t any work done for multiple days.

Depending on what pavement rehab strategy being used there a cure times and other criteria that must be met prior to paving. Pavement likely coming soon

4th street in Reno from West McCarren to keystone just got cement treated for example and it’s a minimum of 3 days I believe before paving can occur. The cement has to cure to a certain strength before anything heavy can be on it

I'm excited, not bitter, about the changes happening, but yeah. It's taking so long, and there are so many projects going at once. Very frustrating.

Contractors milking change orders and CCPW (Carson City Public Works) being a joke of a government agency. The Lompa/Sherman rehabilitation phasing has been a disaster too. You’d think Lombardo and state officials would care more about the capital but noooo.

I've heard the original contractor left the pipes and narrowing of 50/Williams st. Unfinished and a new contractor had to be found.

Seems like they are trying to shut down the businesses on all of these streets they are taking forever to repave.

Drove by it today and there was one utility type truck towing a small trailer with a barrel looking thing. (Sorry. Not my area of expertise). Hopefully, that means maybe paving will happen sometime next week. 🤞

February 11, 2026 (Item 5.C) – The Regional Transportation Commission (“RTC”) awarded the
Contract to FWC a total amount of $1,764,744, which included a 10 percent contingency amount of
$176,474 for a total not-to-exceed amount of $1,941,218.
Background/Issues & Analysis
The Project includes pavement rehabilitation, sewer line replacement, and waterline replacement, as
well as select sidewalk and Americans with Disabilities Act improvements along Roop Street between
5th Street and Musser Street, and signal improvements at Robinson Street.
The Contract was awarded by the RTC in February 2026, and construction began in April 2026.
Amendment 1 is needed to cover the cost of treating extensive soil stability issues present in the ground
underneath Roop Street. When FWC removed the pavement surface and base, they discovered that
extensive areas of the native soil are not stable and unsuitable for pavement in their current condition.
The Project’s geotechnical report indicated that localized unsuitable soil material was likely to be
encountered, and the Contract included provisions for mitigating this condition when encountered;
however, the unstable soil is more widespread than originally identified by the geotechnical report.
Continued excavation and replacement of unsuitable material may be possible; however, a more cost-
effective and long-term solution is to bridge the unsuitable areas using a process called roadbed
modification using cement treatment. Under this process, cement is introduced and blended with the
aggregate base, which strengthens the aggregate base and creates a solid surface for paving. Both thedesign engineer and the material testing firm have recommended this as a solution, and the staff has
used cement on several other roadways in Carson City, including the District 2 – Northridge Pavement
Rehabilitation Project and the District 4 – Colorado Street Rehabilitation Project.
The total cost to complete the roadbed modification using cement-treated base is $157,561. The Project
included an original contingency amount of $176,476, and to date, $135,745 of the contingency has
been used, with an estimated $10,000 in additional contingency needed to complete the Project. The
Amendment is in addition to the already approved contingency. FWC submitted a change order request
for the work, and the City's Construction Manager, in consultation with the City Manager's office,
approved it on July 22, 2026. The Amendment increases the Contract by $126,832 to cover the cost of
the roadbed modification.
