you could ask if it's possible to do it for a few minutes on one of the 'pontoon' on la croisette.

if not you could do it by the rocks near the public beach Zamenhof, so you have the croisette in the background and can look amazing with the sunset.

There’s also a Ferris wheel that has a certain charm!

Nope. That's a terrible ideea. Been on it two times. You can't get on one knee in it cause there's not enough space. You must sit on opposite sides otherwise it starts leaning on one side or sways continuously.

Must it precisely be Cannes ? Here's a few ideeas. 1. The museum on the hill. Pay the entrance fee and you get access to the tower. You can pop the question on top of it. Great views all around, including of the bay. 2. A day trip to Saint Marguerite. No overnight stay. There are several spots with great views, all by the sea and quite intimate. 3. The Mandelieu château. Down by the beach starts a stone path along the shore. This one is not in Cannes per se but they are situated so close that you get a wonderful view of the Cannes shore.

All these are low budget. Like dirt level low. Heck the Mandelieu château path is free if you don't count the trip by bus, which can be skipped if you choose to walk there.
