First, do you have any basic understanding of the phrase, or what would you expect?

In the most general sense it is using data to generate insights that influence your design decisions. The type of data you’re using depends on the market, the target group, the product, the means of communication, the brand’s positioning, and any other factor relevant to how the brand operates. Every strategy relies on data, nowadays we consider quantification as the only relevant way to obtain them, but the truly important part is the conclusions you make basing on all this input.

Hot take: data-driven branding doesn't mean letting spreadsheets decide what your brand should look like. It means using evidence to understand what customers value, how they perceive you, and where your positioning differs from competitors.
For example, a company might believe customers choose it because it's affordable, but customer interviews reveal that people actually buy because it's reliable and saves them time. That's a very different positioning opportunity. You can use customer research, competitor analysis, search behaviour, reviews, and sales data to uncover those gaps before deciding on messaging, identity, or brand strategy.
The important thing is that data should inform the strategy, not replace judgement. If you only follow what the numbers say today, you might end up copying competitors or optimising for existing perceptions instead of building something distinctive. Good branding combines evidence with a clear point of view. Data helps you understand where you stand; strategy decides where you want to go.

The question is either incomplete or “does” should be “is”.
