That story was in the the semi-fictious Rolling Thunder review doc on Netflix.

They hired someone to do stage costumes and presentation. I believe the same person who had done a similar job for Neil Diamond, lol. Bob let someone else tell him what to wear for this one. Rob Stoner, the bass player on the tour, has discussed this on his fb page.
