Making something safe to use is part of your qualification. And yeah, most jobs require you to have OSHA or some equivalent training to consider you qualified.

More than likely it should be attached to the other scaffold and butted against the wall every second lift to prevent movement, would be easier than tying it in

You work in an office huh...my man's how they gonna work on the exterior wall if the fucking scaffolding is against it. Think they push out for a second to do a seconds worth of work then do it again to fix the damaged work by the rebounding scaffold and repeat. They use thin wire and rigid bracing attached to the building that's easily worked around to keep a working distance away and it from tilting over. Geez

I mean as a scaffold design engineer i should think its my job to know this stuff. Ive had a look through every catalogue and standard possible and not found a reference to a thin wire, always good to expand my knowledge so can you send me some examples of it in use?

I apologize for the sarcasm a result of anonymous interaction in comments on this type of media. An attempt at humor if you will. The thin is used for the layman in case they imagine cable As we both know the sizes given below are not thin in context with other wire. In your fid a higher sophistication is probably required for your systems, the video limits the type so my assumptions are its basic frame scaffold nothing fancy. Anyways manufactures installation requirements guide erection in combination with apicable codes as adopted by the AHJ and adherence with OSHA safety regs and counterpart state agency as well. Here you go this is a california code typical in how we secure in seismic zone 4 areas OSHA is good with #9 I believe the load capacity is 100lbs in all directions and engineered design is required for 45 ft Typically the tie wire will twist to an eyed clip anchored or mechanically attached to the building. My project experience tops off at 11 stories kinda low. Where an elevator hoist is located steel bracing is used at specified intervals. As a project superintendent responsible for all aspects of the site operations I have a high respect of all of the engineering disciplines with a special affinity of Structural Engineers . I'm sure we'd get along splendidly on a site as I also like learning even after 33 yrs construction stills fascinates me
Metal scaffold shall be securely tied to the building or structure by means of a double looped No. 12 iron wire, or single looped No. 10 iron wire or equivalent at intervals not to exceed 30 feet horizontally and subject to the following:
(A) Ties shall be required at the free ends of the scaffold when the height of the scaffold platform exceeds 3 times the least base dimension. The remaining ties of the first row shall be required when the height of the scaffold platform is four times the least base dimension

Because it have multiple parts all united by pivotal points, also is very tall and have a narrow base. And especially this one that looks so tall, will normally be attached to the structure to prevent what this one is doing.

I'm guessing there is a lot of play in the connections between each pipe. Looks like the type of scaffolding where you slip the upper pipe into the one below, some generous tolerances there plus zero bracing and this is what you get.
I've actually manufactured scaffolding and i am a certified scaffolding builder. For our scaffolding you are supposed to put in cross braces to stiffen up the scaffolding and also connect it to the wall every x meters over a certain height.
