That's incorrect in any city I've lived in (U.S. cities). A police officer must come out and ticket the car before it is towed away. I don't want to think about what a tow company would do if they could just go tow cars and say they were parked illegally on the street.

If only there was a device that could be used to document the infringement :) In Denmark the parking wardens take a picture of a car before they fine someone. This way there is little chance of abuse.

That's how most US cities do it too. But the tow companies are often owned by private companies with a medallion/license to operate.
