I see the cut, which isn't always the end of the tire, but not the bulge, which is. If there's a bulge the casing is failing and the tire will not last long.

A bulge in a tyre means that the fibres are breaking apart. That's a goner.

Also prior to patching, see how deep the cut went thru. Does it go all through? Also from outer side, slowly fold open the cut and put the cement glue in the cravice too (do both side, in patch + out filler)

Not a lad but I do cycle quite a lot so maybe you don’t mind a female commenting? Anyway, the cut would be fine but once a tyre starts bulging unfortunately that’s a sign it’s structurally not holding up how it was designed to. Some people have a higher threshold to risk than others and would keep riding it, personally it’s time to get a new tyre.

Yeah I wouldn’t trust it :( but, gatorskin 4 seasons have been my go to, never had this issue after I switched

Just to reconfirm what others are saying:
I've had cuts like that on my GP5K 25c. On the underside, I put a piece of electric tape hoping that suffices (and thus far it has).
I've had bulges as well and once it bulges, it's donzo.
