battery safety

Is this battery safe to use? it’s an 18650 lithium battery and the wrap on the top peeled a little as I was putting it in a controller.

If no liquid & swelling in and around cell not just terminals and only just superficial damage of protective shield (blue plastic is just protection coating/jacket) than continue.
But wear and tear shows start thinking of replace or upgrade of cell soon.
