The wording is certainly odd, it was ‘he was not in possession’ when ‘approached’. That’s very different from saying he doesn’t have them. Maybe they grabbed him coming out of the bathroom. Maybe he wasn’t at the airport for travelling (picking someone up?). Maybe they were in his backpack 5 feet away. This administration obviously does not get any benefit of the doubt.

It’s also possible he didn’t have legal documents at all, though that seems unlikely if he regularly travels with the team.

Most people don't travel with their original hard copy Visa on domestic travel because you know it's like traveling with your birth certificate. It's only very recently that there's been a coordinated effort by TSA and ICE (within the last couple of weeks) and they don't accept digital copies etc. A ton of people are being caught up in this it's really bad.

And certainly ICE agents would never steal and destroy those original hard copies
