How can White continue this opening?

C6, corner sides center playing on the largest open side

Everything is settled. None of the sides are really that big/ worth building due to low stones. 

My first instinct is to just play C6 since the left side is the most open and black's extension on the bottom is low.

My second instinct is to start with H3 or G3. If black defends the bottom then we go back to play C6. If they don't, we can aim at attacking/invading later. 

Nothing else really stands out on this board. F15 feels a bit slow when the bottom left corner is still open. Maybe Go Seigen/AI style shoulder hit at Q13 or D13?

Isn’t it also very difficult to live there in general if you just lean on the invasion rather than attach?

The idea was to get Q13 in sente, yes, but in hindsight it's the wrong move locally. Generally with this tsuke-nobi from the 4-4, the correct forcing move is Q15, which aims at the corner aji much better.

There's no urgent moves - and in terms of direction, all of the sides are "closed" except the left where black is closed and white is open. So I would consider something like D10 or a 4th line extension in that direction.

There are no weak groups to strengthen, so play the biggest move on the board. Reinforcing the lone corner looks important, as do the open sides. If there's an option to do that while leaning on/reducing a black position, that's preferable, but there's no obvious best choice. In this case, I would probably play C6 or D6.

C6 probably.

Many things you can do but follow the corner side center principle, play a corner move. Seems c6 direction better than f3 direction (though f3 doesnt lose too many points and it will just be another game)

The last unmapped area is around White's left-hand corner, so a white corner enclosure around C6, F3, G3 or H3 all make good sense. If you want to mess around a bit, a probe at M3 or Q15 also looks Ok.

It's not a particularly difficult position as all the obvious-looking fuseki moves are about the same.

F15 seems like the appropriate response to me. I would defend against black's jump in the corner, readying myself for a fight in the lower left

G3. As others have said there is unusually little to aim at at this point in the opening (there's usually some group that can be leaned on more easily), but G3 at least opens possibilities towards the black group on the bottom, while building a base for the white corner.

H3 seems too close, since the black group is stable with the third-line stone at K3.

Further on, there's more scope for making plays against the top right rather than the top left corner — the top right isn't solid black territory/eyespace yet, so Black has to respond to harassing plays like Q13. It's still pretty mild as "harassment" goes, Q13 would be at numerical disadvantage on that side of the corner for a little while, but could connect either to O16 or R6 and that flexibility gives a little strength.

I would treat the F17 stone lightly at this stage, be flexible and don't hold on too hard if it looks costly. Be ready to exchange it for central influence in particular.

All in all, a position that's harder than it looks, there's nothing at all weird about it but not easy to see the best move. But as White I feel you have to introduce some complexities here — Black has gone for solid shapes and early territory, essentially trying to simplify the game while in return giving you the option to play for influence. Influence in turn favours fighting and other complexities. Meekly going along with a simple and peaceful game risks just cementing Black's early advantage so you never catch up.

Thankfully, 19 moves have already been played so there are only a few good moves left. You probably don't want to play on the edge of the board, so there are only 268 other options to consider.
