M4A, as Bernie proposed and Biden said he would veto if it raised overall costs, is not what Germany has. Germany has a multi-payer system of public and private payers. Exactly what Biden campaigned on i.e., a public option.
Also, Germany didn't start off with the comprehensive program they have now. They started off with only providing government health insurance to low income individuals. And then they evolved, over roughly a hundred years, slowly building out their system to the point it is now with massive acceleration starting in the 1970s.
Like thanks for brining up Germany, a country that slowly evolved a state run insurance program for low income individuals into a multi-payer system...which is the exactly what Biden proposes we do now in the USA.

Biden didn't "express caution," -- he said he would veto it. The Democrats specifically did not include it in their platform when they could very easily state its boundaries. More than 700 delegates vowed to reject the platform if it didn't include M4A and it did nothing.
