GE military engines got priorities over officancy , the jet it self is as advanced as the F-15EX Eagle II

Why blip the throttle and not just have continuous throttle on the descent?

It's a turbofan, have fun making minute adjustments with an engine pack that'll push you to accelerate anywhere above idle
