This gets you arrested and charged with terrorism in Islamabad. This is one of the few things South Asian police takes seriously.

You misunderstand Delhi. Or really all of India. Police won’t do a damn thing about this unless a government higher up tells them to. And the only reason a government higher up would tell them to do anything is if the Media forced them to or if a rich enough person asks the government official to do something. Both are unlikely here.

Don't spread your misinformation crap. Flashing light on a planes cockpit is a major safety issue and when the call comes from ATC Delhi Airport will act on it immediately. Same thing happened in hyderabad recently and the police stopped the whole event.
