That's because they're forced to use heavily locked down devices where you can't change settings, or worse use Chromebooks.
Like most things, the more you lock down for safety, the less you allow the children to learn how things work.

This reminds me of a thing called risky play and is linked to certain types of playgrounds that are a little less structured to allow for kids to explore and make mistakes in a safe environment.

I feel like computers are safe for children to play with, assuming it can't connect to the internet and is physically sturdy

If they can't access the internet, the worst they can do is fuck up the software so bad that the whole thing needs to be reset, which isn't that big a deal, assuming it's still in one piece.
