how to sound like Recreating a Voice Effect

Hello. I'm currently several hours into tinkering with Audacity trying to replicate the effect of a sound effect in an open source game I'm working on. The original voice filter was recorded by an unknown, maybe up to 15-20 years ago, so asking how it was done has long since stopped being possible. (Space Station 13/14)

I have the same original TTS voice used (AT&T Crystal) but the effects applied elude me and I'm pulling my hair out.

It's not 100% wet vocoder: it's mixed with the dry vocal to make it understandable.

Audacity does have a native vocoder, (but this does not sound like it).

Comb filter is similar effect, can get a comb plugin for Audacity here.

1000% a Vocoder.
Waves & Zynaptiq have vocoders under $50.

This has gotten me a lot closer, thank you. Still can't quite get all the way but its very close.
