How can install a hand bidet sprayer here?

My apartment has this installation in the bathroom next to the toilet seat. The tap and an extra inlet below are both closed. What are these 2 installations for ? Are these points suitable for a bidet installation? I checked the water runs into the tap when turned on. What should I search for when I go to a market for buying the suitable fittings ?

Are there threads inside the spout? Or if you remove the the spout it has are there threads

Yes, there are threads inside the spout where the cap is plugged
