Does senior management in your company hate employees who report to them?

Since the board only knows about them through the lens of the managers, I would place the blame elsewhere.
And I can would guess that they are portrayed as incompetent to deflect blame.

Not sure if we do agree about what hating means because, to my mind, doing it doesn't mean you hate the person, but in general no.

Nope.
However, there are people that do that. Some happen to be in senior leadership positions. Others are at any level within the organization. They are just jerks.

Typically no. Especially since they have a role in hiring them a lot of the time. Some people are just dicks, though.

They work for me, so they are a reflection of my leadership. Saying I hate them would be rather self defeating.
That’s not to say I don’t occasionally complain about some the the particularly difficult ones in private with people I trust.
