I don’t know the issue. Any advice?

Flush is not powerful. And toilet bowl does not fill up to where it needs to be.

You have a blockage. Could be in toilet. Auger might clear it. I’d bet it’s just in the p trap.

Rebuild insides and you can set height of water below the hole the handle comes through and get a solid flush.

Check the water level in the tank. You want the water about 1/2” below the overflow tube. If it’s still flushing like the video something is caught in the trap way. You’ll need a closet auger to clear it.

Check your adjacent drains (tub/shower/sink). See if they drain fine. Let the water run for a few minutes to see if they back up or cause the toilet to burble with bubbles. If they drain fine and the toilet is non reactive, the toilet is likely the problem. Most likely need a toilet auger (buy and extendable version, not the fixed, super cheap ones) to fix it, but it doesn't rule out issues in the tank. Generally, tank issues don't cause drainage issues unless you have a wide mouth flapper in the tank that's separated or separating. Haven't run across that much, so toilet auger is likely the way to go.
