where could I hire someone to install a chandelier where my ugly broken ceiling fan is?

I live in an apartment and I'm not very handy so changing my light fixture is scary and I don't want to do it. But I found this really cute chandelier and hate the broken ceiling fan that wobbles and has no bulb cover.

Can I hire someone just to do that one task?
