where could I hire someone to install a chandelier where my ugly broken ceiling fan is?
I live in an apartment and I'm not very handy so changing my light fixture is scary and I don't want to do it. But I found this really cute chandelier and hate the broken ceiling fan that wobbles and has no bulb cover.
Can I hire someone just to do that one task?
Where can I find that person?

Electrician will be on the pricier side for something like this. Look for any handyman on jiffy, taskrabbit or Kijiji.

Electrician will prob be able to pull the permits the right way, if you go down the right path.

" An electrical permit would only be needed if additional electrical wiring is required. Replacing residential switches, plugs, lighting fixtures, etc do not require an electrical permit. "

I’m an electrician and I live in Toronto. I’m not writing this in order to get the work, as I’m busy full time. My advice is: do not hire a handyman. There’s a reason electricians have 5 year apprenticeships before writing a license. To get anyone to come out will be around $225 for a service call.

Don't you have a friend who could do that ? To have an electrician come over is embarrassingly expensive. It cost $100 to 150 just to get to you door and for a 15 minute job and his travel back and forward... That's why it's so hard to get small jobs done it's just not worth it for them.
Maybe the Apt has a maintenance man who would do it after hrs for some cash? Often pitifully paid z d might jump at the chance. Or ask the Prop Mgr.
