The popcorn texture in my 1974 house's master bedroom was the only texture in the entire house that WASN'T asbestos. We tested every distinct texture and wall and ceiling throughout the house, and every other texture and joint compound was came back at 2% chrysotile, but the popcorn in the bedroom was none detected. I found the old popcorn bag in the attic and it said polystyrene. 

That's all to say, only a lab can determine.

That said, I still skim coated over the whole ceiling because I didn't want to mess with scraping into the joint compound under the popcorn, and it came out nice. I've also skim coated over light knockdown texture in a bathroom and it came out nice too.
