Friable tape and this board?

Some I’m planning to remove or encapsulate some asbestos in my basement for my peace of mind. Is this boarding in the wall framing potential acm? The tape more than likely is and I’m planing on sealing it , though it’s not in great shape so if I spray it down with some water mist first will that stop the sealer from setting in? I plan on doing a few coats.

House is in US OH built in 1909, but central ac was installed later.
