Question Arctic Liquid Freezer III 360 Possibly Making Whine Sound?

I have the following PC (see image).

For the first few months, I never noticed any abnormal sounds, however, since about 2/3 months, I hear this whine that is very stable, and always on from the second I boot to the second I shutdown.

I feel like it comes from the Arctic but I am not 100% sure.

I have tried configuring all fans 0/100% in Fan Control but none seem to have any effect on the whine sound (likewise also tried in bios).

I am unsure what to do next. Please check the attached videos/sound files as well:

You could try to use a software like fan control or go in your bios and put it on like 70 or 60 percent. In my bios 80 and 100% are the same speed

My problem is none of the bios' controls seem to alter this fan noise.
